A Growing Dynamism in the Housing Sector: International agreements and an exceptional increase in investments for educational infrastructure

As part of ongoing efforts to expand international cooperation in the housing and urban development sector, the Minister of Housing, Urban Planning, the City and Spatial Planning Mr. Mohamed Tarek Belaribi, signed last Wednesday in Cairo a Memorandum of Understanding with Egypt’s Minister of Planning and Economic Development, Dr. Rania Al-Mashat, at the conclusion of the ninth session of the Algerian-Egyptian High Joint Committee.

The agreement aims to strengthen cooperation between Algeria and Egypt in the fields of housing, urban development and city modernization through the exchange of expertise and knowledge, particularly in areas such as improving energy efficiency in buildings, the use of renewable energy in sustainable urban communities, as well as research in concrete, construction materials, and building technologies.

The cooperation areas also include the exchange of experience between consulting firms and technical laboratories in both countries, enhancing mechanisms for building management and maintenance and creating opportunities for joint projects in research, housing, urban planning systems, urban fabrics and city management.

Further, the Memorandum of Understanding provides for the establishment of a joint coordination and follow-up committee composed of officials from the relevant sectors. This committee will convene periodically, alternately in both countries, to ensure the effective implementation of the agreement on the ground.

This agreement comes just a few days after the signing of a similar memorandum with Vietnam, reaffirming the growing momentum of international cooperation within the housing and urban development sector.

On the domestic front and within the framework of national efforts to strengthen educational infrastructure and improve schooling conditions, Minister Mohamed Tarek Belaribi chaired, alongside the Minister of National Education, Mr. Mohamed Sghir Saadaoui, a joint ministerial meeting last Sunday dedicated to assessing the 2025-2026 school year and preparing for the 2026-2027 academic year.

Exceptional Growth in Investment Volume

During the meeting, the Minister highlighted the exceptional increase in investments allocated to educational facilities under the 2025 and 2026 Finance Laws. A total of 554 educational facilities were programmed for this period, accounting for over 80% planned budgetary allocations under the 2020–2024 Finance Laws.

In 2025 alone, 322 educational facilities have been delivered, exceeding half of all facilities delivered over the four years from 2020 to 2024.

Strategic Decisions

As part of strengthening complementarity between sectoral policies, the Minister emphasized the need to develop educational facilities concurrently with major housing projects, foremost among them the first phase of the “AADL 3” program which includes 46,000 housing units across various provinces. This approach will allow the creation of fully integrated neighborhoods where new residents can benefit from educational services within their living areas.

In the same context, the Minister instructed engineering and consulting offices to adopt modern architectural designs for educational establishments that comply with approved pedagogical standards.

He also announced the establishment of dedicated committees in all provinces to supervise and monitor the progress of educational projects. These committees will be chaired by the Director of Housing and include the Directors of Public Facilities and Education, with the objective of resolving obstacles on the ground, accelerating project implementation and ensuring compliance with deadlines and construction quality.

Regarding housing, new “AADL 3” projects were launched last Tuesday in the province of Ouargla. Alongside this, AADL has responded to the appeals submitted by applicants registered in the program.

On this occasion, the Director General of the National Agency for Housing Improvement and Development (AADL), Mr. Riadh Gamdani, together with the Governor of Ouargla, Mr. Abdelghani Fillali, laid the foundation stone for the construction of 1,600 housing units in the Bekrat area located in Ain Beida municipality.
