الجزائر والفيتنام... نحو تعاون أوسع في السكن والعمران وتطوير المدن

شهدت العلاقات الجزائرية-الفيتنامية في قطاع السكن والعمران دفعة قوية هذا الأسبوع، تُوجت بالتوقيع يوم الأربعاء الفارط، على مذكرة تفاهم استراتيجية بين وزير السكن والعمران والمدينة والتهيئة العمرانية، السيد محمد طارق بلعريبي، ونظيره الفيتنامي تران هونغ مينه، من شأنها توسيع الشراكات الدولية لهذا القطاع الذي أصبح يمثل أبرز مؤشرات التنمية الوطنية.

وقد جرت مراسيم التوقيع تحت إشراف الوزير الأول السيد سيفي غريب ورئيس الوزراء الفيتنامي السيد فام مينه شينه، وذلك ضمن سلسلة من الاتفاقيات التي شملت عدة قطاعات أخرى.

وتشمل المذكرة تبادل المعلومات والخبرات في مجالات التنظيم التقني والمهارات الفنية للبناء، إدارة المدن الجديدة والأقطاب الحضرية، تكوين الإطارات، تطوير شراكات بين مراكز البحث للحد من مخاطر الكوارث الطبيعية، إضافة إلى تعزيز التعاون الفني العلمي بين مؤسسات البلدين في مجال إنشاء المراكز الحضرية والبنى التحتية.

ويُذكر أن توقيع هذه المذكرة قد سبقه لقاء جمع الأمين العام للوزارة، السيد سعيد عطية، بنائب وزير البناء الفيتنامي Nguyen Tong Van، تم خلاله عرض التجربة الجزائرية في مجال السكن والإنجازات المحققة في هذا القطاع لا سيما تسليم 1.7 مليون وحدة سكنية بين 2020 و2024، وبرنامج إنجاز مليوني وحدة سكنية للفترة الممتدة بين 2024-2029.

كما شكل هذا اللقاء فرصة للجانب الفيتنامي لاستعراض التحديات المتعلقة بالسكن الاجتماعي وآليات التصنيف والتمويل في الفيتنام، حيث عبر عن رغبته في الاستفادة من التجربة الجزائرية في هذا المجال.

وبالتوازي مع هذا التعاون الدولي، واصل السيد محمد طارق بلعريبي الأسبوع الفارط المتابعة الدورية للمشاريع الكبرى على المستوى الوطني، حيث قام بزيارة ميدانية ليلية لمشروع إنجاز المركب الاستشفائي الجامعي 500 سرير بولاية تيزي وزو، أحد أهم الهياكل الصحية الجديدة قيد الإنجاز.

وقد وقف السيد الوزير على مدى تقدم الأشغال بمختلف أجنحة المشروع، كما عقد اجتماعاً تنسيقياً مع ممثلين عن الوكالة الوطنية لإنجاز الاستثمارات في مجال التجهيز، مكتب الدراسات المكلف بمتابعة المشروع BEREG، ومؤسسة الإنجاز Cosider Construction ركز على تحديد النقائص وضبط المراحل المقبلة.

وفي هذا السياق، أسدى السيد الوزير تعليمات تقضي بضرورة رفع وتيرة الإنجاز والالتزام بنظام المناوبة بما يضمن تسريع وتيرة إنجاز هذا المرفق الصحي في الآجال المحددة.

Algeria and Vietnam… Toward Broader Cooperation in Housing, Urban Planning and City Development

Algerian–Vietnamese relations in the housing and urban development sector witnessed significant momentum this week, culminating last Wednesday with the signing of a strategic Memorandum of Understanding between the Minister of Housing, Urban Planning, the City and Spatial Planning Mr. Mohamed Tarek Belaribi and his Vietnamese counterpart, Mr.Tran Hong Minh. This agreement is expected to broaden international partnerships for the algerian housing sector which has become one of the most prominent indicators of national development.

The signing ceremony took place under the supervision of the Prime Minister, Mr. Sifi Ghrieb, and Vietnamese Prime Minister Phạm Minh Chính, as part of a series of agreements covering several other sectors.

The memorandum includes the exchange of information and expertise in technical regulations and construction skills, the management of new towns and urban hubs, training for managers, the development of partnerships between research centers to reduce natural disaster risks, and the strengthening of technical and scientific cooperation between institutions of both countries in the field of establishing urban centers and infrastructure.

It is worth noting that the signing of this memorandum was preceded by a meeting between the Secretary General of the Ministry, Mr. Saïd Attia, and the Vietnamese Deputy Minister of Construction, Nguyen Tong Van. During this meeting, the Algerian experience in the housing sector was presented, including achievements such as the delivery of 1.7 million housing units between 2020 and 2024, and the program to build two million additional units for the 2024–2029 period.

The meeting was also an opportunity for the Vietnamese side to outline the challenges related to social housing and the mechanisms of classification and financing in Vietnam, expressing a strong interest in benefiting from Algeria’s experience in this field.

In parallel with this international cooperation, Mr. Mohamed Tarek Belaribi continued his regular follow-up of major national projects last week. He carried out a nighttime field visit to the construction site of the 500-bed university hospital complex in the province of Tizi Ouzou, one of the most important new healthcare structures currently under development.

The Minister reviewed the progress of work across the various sections of the project and held a coordination meeting with representatives of the National Agency for Investment Projects in Equipment, the design office BEREG tasked with project oversight, and the construction company Cosider Construction. The meeting focused on identifying shortcomings and setting out the next stages.

In this context, the Minister issued instructions to accelerate the pace of construction and ensure adherence to a shift-based work system, in order to guarantee the timely completion of this healthcare facility
