Text of the Address Delivered by the Minister of Housing, Urban Planning, the City, and Spatial Planning , Mr. Mohamed Tarek Belaribi, on the Occasion of the Launch of the Housing Distribution Operation Celebrating the 71st Anniversary of the Outbreak of the Glorious Liberation Revolution

Peace, mercy and blessings of Allah be upon you all,
It is a great honour to be among you today in the noble wilaya of Béjaïa, a proud province that unites the fragrance of history with the beauty of the present, drawing from its rich heritage and vibrant spirit the essence of resilience and determination. Throughout the different stages of our nation’s history, Béjaïa has stood as a stronghold of national struggle, a cradle that has embodied the values of November in their purest form — the values of freedom, dignity, and unity.
From this blessed land, built by the determination of its people, we continue today the march of construction and progress — faithful to the pledge of our martyrs, and confident in our collective journey toward realizing the victorious Algeria they dreamed of: free, sovereign, and prosperous.
Today, we stand with pride and reverence before the heroes of the glorious November Revolution — those valiant men who sacrificed their lives for the freedom of their homeland and the dignity of their people. In that same spirit, His Excellency the President of the Republic, Commander-in-Chief of the Armed Forces and Minister of National Defence, Mr. Abdelmadjid Tebboune, recently affirmed, during his meeting with the leadership and personnel of the People’s National Army, that the Algerian Army has today become a great school of patriotism, fiercely devoted to defending our freedom, our territorial integrity, and the legacy of November 1st, 1954. To them, the guardians of our nation, we express our deepest respect and gratitude.
Distinguished Guests,
The housing sector has been among the government’s foremost priorities. Since 2020, and over the past five years, thanks to strong political will and comprehensive on-the-ground mobilization, the sector has succeeded in distributing 1.7 million housing units of various types across all provinces of the country. This is a national achievement that has greatly improved citizens’ living conditions, reducing the housing occupancy rate from 4.45 in 2020 to 4.18 at the end of 2024, with the goal of reaching 4.00 by the end of 2026.
Ladies and Gentlemen,
Last July 5th, a major nationwide housing distribution campaign was launched across all provinces, during which more than 192,000 housing units of various types were handed over — a clear demonstration of the Algerian State’s steadfast commitment to fulfilling its promises to its citizens.
Today, we meet again on the path of work and achievement to proudly announce, on this blessed day marking the commemoration of the Revolution of November 1st, the official launch of a new national housing distribution campaign involving the delivery of 144,601 housing units throughout the national territory. This operation is a concrete expression of the State’s pledge to ensure decent housing for all Algerians.
These housing units are distributed as follows:
- 23,248 public rental housing units
- 10,404 assisted promotional housing units
- 78,463 rural housing units
- 30,450 self-construction units within social subdivisions
- 2,036 free promotional housing units
On this occasion, I would like to express my deep appreciation and gratitude to the Walis of the Republic for their tireless dedication and efforts in ensuring the success of this important operation.
In this context, the Province of Béjaïa, which is hosting the national launch of this housing distribution campaign, will benefit from 2,554 housing units, distributed as follows:
- 509 public rental housing units
- 2,045 rural housing grants
Last July 5th, Béjaïa had also witnessed the distribution of 6,324 housing units, bringing the total number of distributed units to 8,878 of various types for the year 2025.
Meanwhile, similar operations have taken place in other provinces, such as:
- El Bayadh: 4,300 units
- El Oued: 5,841 units
- Adrar: 2,683 units
- Tiaret: 2,460 units
- Algiers: 2,349 units
Honourable Audience,
I am pleased to inform you that the total number of housing units distributed across both national operations — on July 5th and today — amounts to 336,605 units. This is not the end, but rather the beginning of a continued effort to distribute an additional 63,395 housing units before the end of the current year, thus achieving the 2025 target of 400,000 housing units. Through this, we reaffirm the State’s commitment to completing two million housing units for the period 2025–2029.
As part of this ambitious national program, the launch of the AADL 3 housing projects will begin in the coming days across the country. All technical studies and national tenders related to the construction and supervision of 200,000 housing units under the first phase of AADL 3, included in the 2025 Finance Law, have been completed. By the will of Allah, November of this year will witness the start of construction works for 60,000 AADL 3 housing units (sale-with-rent formula) across various provinces. This is a promising national project, built upon a modern vision rooted in the digital sovereignty of the housing sector.
In line with this new momentum, we are also witnessing significant progress in the 16 urban hubs across the country, where construction work has reached 65% completion in the first phase, paving the way for the allocation of over 109,000 AADL 3 housing units.

This is the New Victorious Algeria — the Algeria our martyrs dreamed of: strong, just, and united. An Algeria that ensures a dignified life for all its citizens, upholds social justice and equal opportunity, and advances steadily toward comprehensive development under a clear vision that strengthens the principles of good governance and consolidates the rule of law and institutions. It is an Algeria built by faithful hands, guided by wise foresight, and driven by the aspiration that every project becomes a cornerstone in the edifice of our great nation — a homeland worthy of the sacrifices of those who brought forth the dawn of freedom and illuminated the path to our future.
